Supervisor Proposing 13 Counties Secede From California
Under the proposal, Riverside, Imperial, San Diego, Orange, San Bernardino, Kings, Kern, Fresno, Tulare, Inyo, Madera, Mariposa and Mono would be asked to consider forming a 51st state, the State of South California.
Riverside County Supervisor Jeff Stone, 3rd District, announced Thursday that he will ask leaders in 13 counties to begin discussions about seceding from the State of California.
Under the proposal, Riverside, Imperial, San Diego, Orange, San Bernardino, Kings, Kern, Fresno, Tulare, Inyo, Madera, Mariposa and Mono would be asked to consider forming a 51st state, the State of South California.
Boards of supervisors and city councils within those counties would be invited to meet and discuss the feasibility of secession from California, Stone said in a statement sent by Ray Smith, spokesman for the Riverside County Executive Office.
"He is so disenfranchised with the state's inabilities," said Verne Lauritzen, Stone's chief of staff, in a phone interview late Thursday.
"So he is recommending we start some discussions with other counties, and there are lots of them.
"He is dead serious."
Lauritzen said Stone, who represents the communities of Murrieta, Temecula, Menifee, Canyon Lake, Hemet and San Jacinto, as well as several unincorporated areas, is largely frustrated with the Legislature's passage of Senate Bill 89.
The bill threatens to dismantle newly incorportated cities because it diverts vehicle license fee revenue to fund public safety.
The bill would drastically affect newly incorporated cities of Wildomar, Menifee, Eastvale and Jurupa Valley, Lauritzen said.
All are dependent on the vehicle license fee revenue.
Wildomar stands to lose $1.8 million in revenues if SB 89 is not amended. Potential revenue losses for the three other new cities are even higher, with Eastvale standing to lose $3.1 million, Jurupa losing $6.2 million, and Menifee dropping $3.9 million, according to a letter written by legislators to Gov. Jerry Brown.
The legislators asked the governor to return Senate Bill 89 to lawmakers for amendments.
“This revenue accounts for 20 percent to 25 percent of the entire budget for these new cities. These cities will be seriously impacted by this realignment and will have way no ability to recover from this devastating loss of revenue. The four cities in Western Riverside County (and unknown others statewide) may be forced into bankruptcy or un-incorporation as a direct result of this bill,” the letter states.
Assemblyman Kevin Jeffries, 66th District, Assemblyman Paul Cook, 65th District, Assemblyman Jeff Miller, 71st District, Assemblyman Brian Nestande, 64th District, Senator Bill Emmerson, 37th District, and Senator Bob Dutton, 31st District, all signed the letter.
Otherwise there will be a “devastating effect on four new cities within our region and may well result in bankruptcy or un-incorporation of one or more of them,” the letter stated.
Stone is slated to bring his breakaway proposal to the Riverside County Board of Supervisors on July 12.
Stone suggested the new state consider a part-time legislature, shifting governance more toward local control. Part-time legislators might receive only a $600 per month stipend and no other financial benefits except travel expenses to the new state capitol, he said.
Also open for consideration would be doing away with term limits, actually enforcing the state’s borders, adopting reasonable sales taxes and a provision like Prop. 13 that would control property taxes.
Counties and cities interested in the proposal, including those Stone has not already identified, would be invited to sit down and discuss the proposal.
He also suggested convening a meeting at the Riverside Convention Center, where residents and officials from each county and city would be welcome to offer ideas and testimony.
“Are there huge challenges? Absolutely,” Stone acknowledged. “But the destruction of California has to stop and we won’t know what we can accomplish unless we sit down and consider the possibilities.”

"But the destruction of California has to stop..." and we are going to stop the destruction by breaking it in two! The name mentioned is boring, I would suggest Baja California but I think that is taken. Given the new state will have no viable source of it's own water we could just call it Desert or perhaps Norte Baja California. We could have a peacock as our state bird!
We have one of the largest and most powerful states in the Union. It sounds like a great bargaining chip to threaten to take all your marbles and go home, but this only works when you have all your marbles. Oops, sorry Supv. Stone, that came out wrong, what I meant to say was that Northern California has more natural resources than the south (or is that The South).

Jeff Stone can be classed with the other local conservatives in our county of Riverside. Lake Elsinore just passed an exemption to environmental law so that more development could take place when we can't sell the glut of homes already on the market. Whose best interests are being served and is your bottom line going to be improved? Not if more supply means lower existing home values. Check it out. It's happening at every council meeting.

This idea has been around for as long as I can remember. The first time I heard of it was in the late 60s. Let's concentrate on more important things, like creating jobs, cleaner air, building a better quality of life in the IE. Why do the Republicans always want to divide us? What we should really do is get the corupt politicians out of office. Wake up people do you not remember that Jeff Stone's sister received a huge salary as a volunteer and used a county vehicle to do her volunteer work. The entire Riverside County Board of Supervisors are all bent on their own agendas. We need to vote them out next year and get new ones that really give a crap about us not what they want. Yes SB 89 needs to be revised and should be, but really a seperate state. This hole state is the worst state in the union when you compare numbers against all other 49 states in unemployement, new businesses, and so many others. REALLY WAKE THE F UP PEOPLE. We are letting California go bankrupt by providing so many things to others who don't even deserve it for freeeeeeeee. We should stop paying for all the illegals and give that money to the Cities that are mentioned in this article. I hate California and what we have become and how everyone in this nation is laughing at us. The only good thing if we became our own state is to change it to not have Califonia in the name at all!!!!! Oh but then we would still be paying for all the wandering useless south of our border comrads? that are sucking this state dry!!!

The State of California is to big and to populated for the idiots in Sacramento to handle correctly, most local City Councils are corrupt or on the take. Northern California is tired of paying tax dollars to support and care for all the illegals in Southern California and really could care less if we that live here have water and other resources or not. The Hispanic population is taking SO CAL back just like they said they would they are everywhere you go and look. Perhaps they should change the name of the new State to Mexifornia because that is truly what we have become and Sacramento and your local City Councils do not care.

The illegal alien situation is not the problem. California's largest industry has been agriculture and I can bet you that most people would not work all day outside picking crops, I have and it ain't much fun. The problem is all the give-a-ways to all those people that have the I want's, and all the give-a-ways by the politician's to buy votes. I could give you many example's of wasted money. One of them being a pension system that is totally unsustainable, also salaries that are totally out of line for what the job entails both public and private.

What i thought interesting is looking at the map of the counties listed LA, Ventura and other northward coastal counties are excuded. They have done alot to keep funds out of the other counties robbing what we should have had here.

I don't believe in God but I pray for an earthquake that would barrie East LA, Alhambra, and Glendale.(look at the dominating populations in these communities) This would create more jobs and lesson the congestion on all our freeways. We all know prayers aren't answered anyway....>
Remember folks, we are all just animals on this earth. The only thing that separates us from the rest of the animals on this earth is our ability to reason and speak. We are an evolving species. The human brain can conceive of many things. But I think the craziest thing that has run amuck is the human brains conception of God. Now we have a bunch of religious fanatics and politicians running around and logic has taken a back seat. We only get this one life. Don't be fooled into thinking there is a heaven or hell. It is all just a conception of the human brain!!

Heaven forbid, but should un incorporation of the listed cities actually occur, it's still something that, at a later time, those cities could go back to the drawing board and "fix" becoming "themselves" again. Easy? No, but doable, just as it was the first time around. But to actually divide California to where we are two separate states would be a permanent deal ... there'd be no going back. Such a decision would impact not just ALL of California today, both north and south, but all of our future generations to follow.
The historical events (both good and bad) that led to our becoming the 31st state in 1850 is an inherited legacy for all Californians, and changing that status should not be left to a few disgruntled politicians pushing for "division' to suit their own political agendas. If the same energy and resources that would be used towards "separation" were put to use in fixing some of the things that are wrong with California today, then perhaps tomorrows citizens would be a happier lot.
One California ... yesterday, today and tomorrow.

Thanks for all the comments. Now we need to cut the crap, the diversion, and the time wasting, and let our local politicians know that we are on to the old game of what I call the "rope a dope". That was the term for the strategy that Cassius Clay (Mohamed Ali) created back in the day when he beat his opponents, over and over again by wearing them down then out. This is the national conservative strategy now being orchestrated and practiced locally as well. The strategy is to keep us tied up on the ropes fighting for everything that we have already achieved, making us fear each other, question each others patriotism, disqualifying each other by imposing restrictive voter registration and union organization laws, by allowing large corporations, to out spend us in Washington, and locally through business and Chambers of Commerce to out message us.
They may think that they can beat us with their power and their dollars but I if we keep our eye on the ball, our message clear, fun, and directed to fellow men and women who only want decent jobs, education, safe and clean environments, we can all share this town and this planet happily, safely and fairly ever after.
Let's call it like we see it and spend our time and our passion on what will make life better for ourselves and future generations for both people and for business. Let's stop the anger and the fear and stand together, "UNITED WE STAND DIVIDED WE BEG"
