Metal Scrap Biz Plans Relocation To Lake Elsinore

The Lake Elsinore Planning Commission threw its unanimous support behind a business owner who wants to relocate his metal scrap company to the city.

In a 5-0 vote Tuesday night, the commissioners green-lighted a conditional use permit for Specialty Scrap Inc. to be located in an existing 40,000-square-foot-plus industrial building at 1315 W. Flint Street.

Randy Hoover, 39, owns Specialty Scrap and said he expects to open shop at the location sometime in May. He anticipates hiring between four and six people to get started.

Hoover said he has been operating his business in Perris for nearly 10 years, but over the last 24 months had been looking to relocate. He said he plans to lease the Flint Street facility with an option to buy.

The recycling of metal alloys and steel obtained from machine and fabrication shops is the mainstay of Specialty Scrap, Hoover explained, although he also plans to service residents who want to trade their scrap for cash.

Hoover told the commissioners his business will serve as a collection point, not a mill. Metal will be shipped into Fontana and Los Angeles for processing, he explained.

Hoover said he would utilize sensor lights, cameras and a guard to protect the Flint Street property, which has been a target of taggers, according to Commissioner Rick Morsch.

If all goes as planned, once open Specialty Scrap would maintain regular business hours, from 7 a.m. to 4 p.m. Monday through Friday, and 8 a.m. to 1 p.m. on Saturdays, according to city documents.
