casa murrieta HOA

My father's pick up will not fit into the garage at the house. to park outside in his own driveway requires a permit.  In order to get the permit the HOA board said he would have to remove his lumber rack, and nice new aluminum tool box.  If he did not they would fine him $500.00 per month.  My father brought up the fact that there are others who park outside their garage and they have racks or toolboxes.  The Boards response was "they have been here for over 8 years".  My father and I fail to see the reasoning behind altering a vehicle to such an extent as to make it useless.  The CC&R pages that contained the requirements of a parking permit were mysteriously lost until after move in.  Who makes up these ridiculous rules for the HOA?
