A DANGEROUS ROAD LIES AHEAD

The City of Wildomar is in the process of updating the Environment Impact Report Element of the General Plan adopted from the County of Riverside upon incorporation. In the process they will claim this makes the General Plan Wildomars. Why not update the whole General Plan with all of its required elements? The City of Wildomar will claim they lack the money to update the whole plan therefore they will start updating individual elements.
So one has to ask why this element first?
The answer lies in the California Natural Resources Agency information system.

The Master EIR procedure is an alternative to preparing a project EIR, staged EIR or program EIR, or tiering environmental documents for subsequent projects upon earlier EIRs.
Although there are similarities between the Master EIR and these other procedures, the Master EIR requirements stand alone. Their ability to rely upon a Master EIR for streamlining subsequent approvals by specifying intensity levels with respect to particular environmental impacts. The Master EIR would effectively establish an envelope of analysis for each such impact. Projects exceeding the envelope would require additional analysis -- those within the envelope might not. 

BEWARE OF THE SIZE OF THE ENVELOPE

The danger lies with the citizens of Wildomar not providing their input into the contents of this document thereby creating an envelope so large and crammed so full of future projects not requiring future reviews that Wildomar will become just another city with residents stacked on top of one another traveling across town on roads going nowhere, stopping at every corner. Rural life in Wildomar will no longer exist and there will be no one to blame but yourselves because you didn’t have the time.
