IF THEY HAD KNOWN WHAT WOULD THEY HAVE DONE

The Wildomar City Planning Commission on August 7, 2013 voted to recommend to the City Council of Wildomar acceptance of a Developer Agreement which they believed established a Community Facilities District to fund the maintenance of city facilities and provide monies for additional police and fire services for the tracts being approved at a cost to the new homeowners $580.00/$590.00 annually in a special tax (Mello Roos Fee).
The City of Wildomar recently enacted by Ordinance No. 80 APPROVING A DEVELOPMENT AGREEMENT FOR TENTATIVE TRACT MAP NO. 32535 which establishes CFD 2013-2.
What the Planning Commission was not told is this CFD was already adopted by the Lake Elsinore Unified School District on June 20, 2013 which authorizes the sale of $6,500,000.00 in 30 year bonds to fund School Impact Fees ($1,226,200.00), Elsinore Valley Municipal Water District cost associated with this development ($1,231,200.00) and City Facilities cost ($221,187.00).
The cost to individual future homeowners is calculated to be a Special Tax Rate which varies by the square footage of each home starting at $2,623.94 - $3,172.02 annually for a period of 30 years. Add to that the $580/$590 to be paid in perpetuity for city services and public safety and new homeowners will be paying an additional $3,213.94 - $3,762.02 in special taxes plus their property taxes.
In all fairness to the City Council and their staff these are the maximum rates that could be paid and will probably be a little lower but if the Planning Commission had known about this information would they have voted to accept this Developer Agreement.
