IS IT OVERSIGHT?

Measure Z Oversight Advisory Committee Meeting to be held on July 25, 2013 (Thursday) at 6:30 pm in the Council Chambers located at 23873 Clinton Keith, Wildomar, CA 92595 (City Hall)
This Oversight Committee will advise the City Council regarding the collection and expenditure of tax revenues collected. (Impartial Analysis from Thomas D. Jex, City Attorney). 
Nowhere in this analysis is it stated that the oversight committee will have a say in what is being spent and  on what, only that it is being spent properly and wisely(most bang for the buck).
On the Agenda are Item #2.1 Adopted Measure Z Budget (purview of oversight) assuring that monies budgeted are properly allocated. 
Everything else on the Agenda relating to “Great Day of Service, the transfer by the county of 27 acres of parkland, Little League and various subjects such as specific programs is not within the purview of the Oversight Committee. These items belong to a Parks and Recreation Committee,  Department of Parks and Recreation or with the City Council should they chose not to have one of the above.
The City of Wildomar currently has a parks sub-committee that is comprised of 2 council members (Bridgette Moore and Marsha Swanson) which is not required under the Brown Act to notify the citizens of its schedule nor post minutes of any such meetings, this action needs to be changed so the citizens have a voice in where their money is going. The pro-parks citizens of Wildomar need to attend this meeting and urge the powers that be to not allow the Oversight Committee  to become the de-facto Parks Committee.
