WHEN STAFF LIES WHO IS RESPONSIBLE

On July 22, 2009 included in the City Council Agenda as Item #3 F. Addressed to the Honorable Mayor and City Council Members is a Staff Report entitled “COUNTY OF RIVERSIDE OWNED PROPERTIES LOCATED WITHIN THE CITY OF WILDOMAR”
In this report Staff states: 
City staff has researched current assessor parcel information to identify County owned property within the City limits. The County of Riverside currently holds title to 29 real properties within the City of Wildomar. These properties were granted to the County prior to the incorporation of the City. Attached Figure 1 identifies each property location and approximate size. Staff also visited each site to determine current use. Table 1 provides a summary of this information 
Twelve of the properties currently comprise three city parks, Windsong, Marna O’Brien and Heritage. Pursuant to the incorporation agreement, these properties were to be transferred to the City of Wildomar. Accordingly, City staff pursued the conveyance of these properties with County staff and at the July 22, 2009 of the Board of Supervisors, RDA Resolution 2009-25 was approved which authorizes the transfer of these properties to the City of Wildomar. The remaining 17 properties remain vested in the County.  (sic)

In looking for RDA Resolution 2009-25 which is found in the Riverside County Board of Supervisors Agenda for July 30, 2009 REDEVELOPMENT AGENCY MEETING: Item 4.4      
Adoption of RDA Resolution No. 2009-025, Authorization to Convey Agency owned real property to the City of Wildomar – APNs 376-261-002, 368-230-001, 368-240-004, 368-240-003, 370-500-020, 376-261-001, and 376-281-001, 1st District.

One cannot help but notice some discrepancies.
1. this Resolution was approved by County Counsel on July 22, 2009 for submission to the Board of Supervisors for vote, a vote which did not occur until July 30, 2009 (minor discrepancy)
2. The number of parcels listed is only 7 parcels not 12 parcels. (MAJOR DISCREPANCY)
3. Of the 7 parcels listed only 6 are parks parcels, the last parcel listed 376-281-001 is a privately owned single family residence located at 35590 Billie Ann Rd., Wildomar, CA 92595 not owned by the County of Riverside nor transferable to the City of Wildomar. (MAJOR DISCREPANCY)

After asking questions in another blog about ownership of Wildomars parks due to County of Riverside Land Information not showing the City of Wildomar as the current owners of any of the parks another internet surfer using a real estate industry data-base came up with information showing  the City of Wildomar holds title to 5 of these parcels. Title was transferred or sold on June 30, 2009 which corresponds to the Board of Supervisors meeting date and recorded on November 24, 2009 (4 months 25 days later).
If staff had done its due diligence during its pursuit, why so long to record.
Why did not staff during its pursuit not notice one of these parcels was not transferable to the city.
Lastly what happened to the sixth parcel which the County of Riverside issued a Grant Deed for on June 30, 2009, the industry sleuth shows that parcel has not been transferred to the City of Wildomar but continues to be listed as property of Ortega Trails Recreation and Park District, a district that has not existed since 1991 when it was taken over by the County of Riverside who also failed to record a proper deed.
The question was asked “Why anyone puts faith in Ken Mayes or what he writes, is beyond my understanding.”
It seems to me this old crank is asking the questions that need to be asked and resolved sooner than later.
Wildomar is a community born of conflict in 1887 and continues to live in conflict 126 years later. Its time to clean up one mess and move on to the next.
