I DROVE PAST THE GROVES HOMELSS CANP LOCATED ON GRAND AVE, I WAS NOTICING THE CAMP FIRE GOING THERE. OBVIOUSLY SQUATTERS DO NOT THINK THEY HAVE TO PUT OUT FIRES ON A RISK FIRE DAY. I  REALIZE IT IS COLD, BUT MAYBE YOU SHOULD OF THOUGHT ABOUT THAT BEFORE YOU GAVE UP ON LIFE. BUNDLE UP, THATS WHAT I DO WHEN I CANT AFFORD HEAT.RIGHT NOW THINGS ARE ALITTLE TIGHT BECAUSE OF ALL THE THINGS IVE HAD STOLEN FROM MY HOUSE. TOILET PAPER, RAZORS, WATCHES, MARINE KNIVES, EVEN STOLED MY FAVORITE SHERIFF KNIFE, MY SONS MARINE MEMROBILIA,RINGS, MAKEUP. THE LIST GOES ON AND ON AND ON. I DONT WANT TO BORE THE READERSHIP...ANYWAY, IM COLD, I HAVE TO GO PUT ON ANOTHER LAYER.

YOU KNOW WHAT IVE REALIZED IN MY OLDER YEARS. WHEN SOMEONE DOESNT HAVE ANYTHING... THEYVE GOT NOTHING TO LOOSE.I GUESS THAT IS WHY ITS SO EASY TO HAVE THAT F---IT ATTITUDE, "I WILL STEAL AND BULLY PEOPLE FOR WHATEVER I WANT" I NOTICED ONE OF THE THUGS RIPPING OFF GOT A " BIG BOY BIKE." I DESCRIBED THE IDIOTS BREAKING INTO MY HOME AND I MENTIONED ONE OF THE PUNKS RODE A BIKE THAT WAS WAY TO SMALL FOR HIM. I WONDER WHOS MISSING A BIG BOY BIKE....YOU CAN BET SOMEONE. IS ANYONE GETTING FED UP WITH THIS? I MUST ADMIT, ITS KIND OF NICER FOR ME SINCE I WROTE. THEY DONT BOMBARD ME FOR MONEY AT CIRCLE K. I HOPE I DIDNT INSULT SOMEONE. OH YEAH, ONE OF THEM DROPPED THEIR HAT WHILE ROBBING MY HOUSE, I BET THAT BIG OLE BALD HEAD IS FREEZING. Kelly--Supervisor Jeffries has been working hard on this, but we have been hamstrung by judicial processes and the fact that it is on private property owned by an out of state (actually international) group, and it took months to get County Counsel to declare their attorney in New Jersey as a legal point of contact, which will now allow us to begin citing the owner of the property for all the code violations. If/when they don't respond, we can move in and abate it ourselves. In the interim, we have sent the Sheriffs through the camp multiple times, as well as representatives from Social Services, Mental Health, and Veterans Services to try to relocate those who are eligible for services. We also recently installed the K-Rails around the accesses to the property to prevent some of the illegal dumping there and to make it more difficult for the homeless to keep vehicles. The fire department has also been involved and is separately filing to abate the dead trees, but it also has to follow the judicial process first. Kelly why don't you invest in an alarm system for your home, the installation is free and the monthly not to much, it would sure give you a bit of peace. Actually if you explained your situation to the alarm company they might just offer some assistance at an affordable price. Jeff: I thought being a vagrant is against the law, starting fires is against the law not to mention that Kelly has been burglarized, vandalized, terrorized and so on all against the law. Seems to me that it's about time people stop making excuses and step up to the plate and do something about it, oh wait there isn't any venue in it so no one pays any attention. This going on is unacceptable for anyone to have to be tormented like this no matter if the owner of the property lives on another planet.

The landowner has a responsibility to secure the property and, as a result of landowner "negligence", the value on properties in the vicinity have been adversely impacted. Sue in small claims for that loss of value. Each property owner may sue for up to $7,500. Make sure that the first suit is well prepared so that it can set a basis for remainder property owners who can copy that format.

Having a campfire on private property is not against the law. Supervisor Jeffries lives in this neighborhood and I can tell you this has been an issue that has aggravated him since before he got elected, and it is on our staff meeting agenda every single week for an update on what the agencies are (or are not) doing. We have gotten several Sheriff sweeps in there, but it clearly isn't enough. I think things will start to move quickly now to clean it up now that we've identified a legal representative for the property and ordered the county agencies to start the citation process, which could end in outright condemnation of the property. But there are protections for property owners, and if they fight it, there are ways to continue to drag the process out. We would be happy to meet with anybody who wants a more complete update on what has been done so far, and what is happening now.

@ Mr. Greene...This fire was on a no burn day, we we, as homeowners are not allowed to burn fires in our fireplaces....I would assume it is on "no burn days" which is what brought this about...this was posted on a no burn day......As for Mr. Jeffries' performance in the community, I personally like what I see and hope it continues! Thank you for taking the time to respond to this.......I do wish they could clean that place out, perhaps a nice controlled burn to protect those homes during next summers fire season since they were actually evacuated during the falls fire last summer.....

Unfortunately once you clear them out of the groves they're going to immediately migrate to behind the abandoned boys' military academy on Grand again. I feel bad for their situation but they don't exactly add to the character of the lake given they leave trash and all kinds of crap around wherever they squat. Crime becomes an issue too.

DIANA, I DID TAKE YOUR ADVICE, ACTUALLY THE POLICE AND SHERIFF BOTH SUGGESTED THE ALARM SYSTEM. SO LAST AUGUST I BOUGHT A FAIRLY NICE SYSTEM AT HARBOR FRIEGHT. THE FIRST WEEK, THE HOODLUMS TIED EVERY CORD IN KNOTS. IT SIX DAYS TO GET THE KNOTS OUT AND WHEN I FINALLY PUT EVERYTHING BACK UP, THE HOODLUMS CUT THE WIRES. OPPS... I THINK IT IS OK TO BURN A CAMPFIRE OFF OF STATE OWNED FACILITIES IF YOU HAVE BEEN ISSUED A BURN PERMIT. DID SOMEONE AT THE GROVES HOMELESS CAMP HAVE A BURN PERMIT? JEFF, YOU REALLY DIDNT ADDRESS MY ORIGINAL CONCERN, WHICH WAS "ARE THE RESISDENTS OF THE GROVES HOMELESS CAMP EXEMPT FROM LAWS IN REGARDS TO CAMPFIRES? IF A PERMIT WAS ISSUED...MY BAD!!! I SHOULD HAVE LOOKED, SINCE IT SHOULD BE IN PUBLIC RECORDS. WELL THE LAST FEW DAYS HAVE BEEN FAIRLY BUSY AROUND MY HOUSE, APPARENTLY THE PATCH LAKE ELSINORE/WILDOMAR HAS READERSHIP IN THE GROVES HOMELESS CAMP. I THINK I HIT A FEW NERVES. OH, ONE MORE THING JEFF....AS A HOME/LAND OWNER IN "VISTA DEL AGUA" (NOW LAKELAND VILLAGE) WE WERE TAXED AN EXTRA FIRE ASSEMENT OF 150.00, IT WAS TO "FUND" FIRE SAFETY BECAUSE WE LIVE IN A HIGHER FIRE DANGER AREA, I WAS JUST WONDERING IF THE GROVES HOMELESS CAMP RESISDENTS ALSO WERE ASSESSED THAT FEE. I DID WANT TO SAY SOMETHING BECAUSE SOMEONE COMMENTED THAT I AM PART OF THE NIEGHBORHOOD WATCH. THERE IS A NIEGHBORHOOD WATCH THAT IS IN MY NIEGHBORHOOD AND I HAVE ATTENDED A COUPLE OF MEETINGS, BUT I REALLY I AM NOT AFFILIATED WITH ANY GROUP. THE ONLY PEOPLE I TRUST AT THIS POINT IS LAW ENFORCEMENT. I AM SURE THE FOLKS IN MY NIEGHBORHOOD WATCH ARE GOOD, BUT I HONESTLY DONT KNOW ANY OF THE PEOPLE PERSONALLY. TRUST NO ONE IS THE DIRECTION IM HEADED AND BESIDES, IT HAS ALWAYS BEEN MY IDEA TO BE A GOOD NIEGHBOR AND I DONT NEED A GROUP TO TELL ME HOW TO DO THAT. I REALLY HAVE GIVEN ALOT OF THOUGHT TO ADDRESSING ELDERLY PEOPLE BEING VUNERABLE TO BEING ROBBED. I THINK A GREAT IDEA MIGHT BE TO GET INFORMATION TO SOME PEOPLE THAT IF THEY ARE GOING TO HAVE ANYONE HELP IN THEIR HOME THEY COULD GIVE LAW ENFORCEMENT THAT PERSONS NAME TO RUN A CHECK...JUST TO BE ON THE SAFE SIDE. USUALLY IF SOMEONE KNOWS ABOUT A POLICE CHECK AND THEY HAVE A BAD HISTORY, THEY WILL LEAVE BEFORE THE CHECK CAN BE DONE....JUST THINKING SOMETHING LIKE THIS COULD ELEMINATE ALOT OF ELDERLY ABUSE.

Kelly why don't you do something about the problem instead of complaining? Spend $39.00 per month for ADT security which also includes a direct line to the fire department? I don't read your stuff but I do read some of the others who posted on this and to me your are a real waste of time and all you say is blah blah blah blah.

I THINK THE SHERIFF DEPARTMENTS DEPUTIES WOULD BE THE PEOPLE RUNNING THE CHECK. A VOLUNTEER COMMITEE, NOT GOVERNMENT TO ORGANIZE LIST OF PEOPLE "AT RISK"... I AM SAYING THIS WITH ABSOLUTE PASSION...GOVERNMENT IS INCAPABLE RUNNING SOMETHING THAT REQUIRES ALOT OF THINKING AND PLANNING AT LOW COST. I DONT THINK GOVERNMENT IS THAT ESSENTIAL. MOST OF WHAT ALL GOVERNMENT ELECTED PEOPLE COULD USE THE PHONE/CONFERENCE CALLS TO CONDUCT THEIR BUSINESS, BUT THEY DONT.WE NEED SOMETHING DONE IMMEDIATELY TO PROTECT EDERLY PEOPLE THAT MIGHT BE ALONE, DISABLED ETC......2014 MORE LAW ENFORCEMENT.....LESS GOVERNMENT...NO BRAINER

Of course the biggest namecalling, trolling meany on the patch chimes in to just be rude. I have read kellys posts and if things are as she says she has my sympathy. Especially if she is on fixed budget. I would recommend you continue to call cops any time you see anything. I would hope the supervisors office is working to help. You might even contact the press enterprise to see if they can run story on situation.

The sheriffs have been by a few times. How about the boarder patrol? I'd wager more than a few are illegals. Deport whoever we can and the rest may move on if they are beyond wanting assistance.

I AM WRITING ABOUT MY EXPERIENCE OF BEING TARGETED BY A GROUP OF PEOPLE THAT ARE LIVING AS TRANSIENTS AT THE GROVES HOMELESS CAMP, ONE OF THE CREEPS THAT ROBS ME BRAGS TO OTHER PEOPLE THAT HE SITS UNDER MY HOUSE AND WATCHES OTHERS ROB ME. SO IT IS PROBABLEY A MIXED,DIVERSED GROUP. LAKE ELSINORE RESISIDENT, I AM CERTAINLY NOT WRITING THIS BECAUSE I HAVE NOTHING TO DO OR I WANT SYMPATHY. I AM HOPING MY MISFORTUNE WILL GIVES SOMEONE A HEADS UP IF THEY ARE BEING TARGETED TOO. REALLY DUDE, HOW MUCH COULD YOU BE PUT OFF BY MY COMMENTS? I HAVE CALLED MANY TIMES AND I HAVE NOTHING BUT PRAISE FOR RIV CO. SHERIFF, THE RESPONSE TIME IS VERY QUICK AND EVEN THOUGH I LOOK PRETTY WEAK AND BEAT, LAW ENFORCEMENT IS POLITE AND THEY HAVE GIVEN ME MANY SUGGESTIONS TO SECURE MY PROPERTY. IT IS EXTREMELY DARK AND SECLUDED AROUND MY LAND SO BEING ABLE TO CALL SOMEONE IS A PLUS....WILDOMAR RESIDENT, HOW COULD ANYONE HATE WILDOMAR? SOME PEOPLE WERE JUST BORN HATERS, LET THEM DO WHAT THEY MUST.

Kelly, you will learn to hate the AKA's from Wildomar in due time as they are nothing but a couple of antagonist of active-caring Seniors in their Community. Kevin Jefferies is a good place to start when you don't get the attention to your County ordinance issues. The Police service you receive in the County is Reactive as opposed to proactive in most Cities. Good Luck.

the 1st time i heard that tying in caps meant yelling was 2004 ... computers used to only type in caps and a lot of them still do... industrial computers usually type in caps ...airline tickets...and i think all the military stuff is still in all caps - but they are yelling at you, so maybe that's intentional...

Kelly--Yes, as weird as it sounds, AQMD can regulate your fireplace in your house and declare no-burn days for fireplaces and trash fires, but not a campfire for warmth or cooking outside your house, as long as it is on your property. Fire Department has the same problem. If it is on private property, and the fire is for food or warmth, they can't stop it. That is why we are trying to target the absentee private property owner, but unfortunately, that is a lengthy process. We have directed the Sheriff and Code to run increased patrols there, and I am glad to hear that the Sheriff has been responsive, but it is all just band-aids until we can get legal authority to go in there in force and clear the camps. At Supervisor Jeffries' staff meeting today, this was again identified as his number one priority in that area, so we will continue to pressure the agencies to reach a permanent solution as soon as legally possible.

AS A PROPERTY OWNERIN LAKELAND VILLAGE, WE AREREQUIRED EVERY YEAR TO CLEAR BRUSH AWAY FROM OUR PROPERTY LINE, IF WE FAILED TO DO THAT A BEEGEE(TRACTOR) DOES IT AND A FEE IS ASSESSED TO THE HOMEOWNER. HAS THAT LAND ALSO BEEN EXEMPT TO CLEARING? IT REALLY SEEMS LIKE IT HAS TAKEN TOO LONG TO LOOK UP THE OWNER. MY FIRST CALL TO YOUR OFFICE WAS IN JULY.
