Has Anyone Seen This Car?

Tonight, Monday, Marc 24th at approx 6:45pm, this car was seen rally racing on Skyline (the winding hill road) with at least three individuals, possibly four in the car. These folks were going really fast, fast enough to go off the hill and definitely kill any walker, skater, biker, they were taking full on risk, this road is a snake road. This car may even be stolen? 
RIVERSIDE POLICE DEPT, your number on the recording is disconnected, it's been mentioned but it's still on the recording. Seems important to take the time to change it because people try and remember that number and it's not even in service???
 If these are your kids, I hope they made it home tonight because we aren't so sure they didn't go off the hill and weren't going to go check after the way we saw them driving, no room for two cars on the hill roads.
