LETS MAKE A NO BACKPACK ORDIANCE

I THINK LAKE ELSINORE SHOULD MAKE A "NO BACKPACK" ORDIANCE FOR OUR AREA. THE MAJORITY OF ALL THIEVING HOODLUMS CARRY BACKPACKS TO CARRY THE LOOT THEY STEAL FROM US. AN ORDIANCE IS NOT A LAW, IT CAN BE ENFORCED, BUT DOESNT HAVE TO BE ENFORCED. IT WOULD BE SIMPLE TO IMPLEMENT THIS ORDIANCE AND THE ONLY COST WOULD BE FOR PRINTING CARDS TO HAND OUT TO EVERY STUDENT IN THE LAKE ELSINORE SCHOOL DISTRICT, THE CARDS WOULD BE A TYPE OF "PERMISSION SLIP" TO CARRY A BACKBACK. A "NO BACKPACK" WOULD NOT COMPLETELY STOP THE THIEVING HOODLUMS, IT WOULD SLOW THEM DOWN THOUGH. MOST IMPORTANTLY IT WOULD SEND A MESSAGE TO EVERY THIEF RESIDING IN LAKE ELSINORE THAT WE(THE
COMMUNNITY) ARE NOT GOING TO TAKE GETTING RIPPED OFF. THE THIEVES AROUND HERE NEED TO GET A JOB, I MYSELF AM SICK AND TIRED OF  PEOPLE THAT STEAL TO SUPPORT THEMSELVES AND THEIR HABITS. THIEVES HAVE  SELF ENTITLEMENT ISSUES.I SAY THIS TO THIEVES  "GET A JOB OR GET A THERAPIST" BOTH MAYBE

Thankfully, I'm an "outsider" in your world. Southern Cal seems pretty unfriendly at the moment....

This is the day and age when just about anything can be hidden in backpacks, large purses, shoes and underwear - to name only a few. We can't continue to give up our freedoms by the dozens just for an artificial sense of security. I use a back pack when shopping and hiking, and carry a CERT emergency back pack in my car at all time. The idea of restricting back pack usage by creating laws about carrying them would be ineffective and unenforceable.
