Update 03-05-12:

Lake Elsinore Police Investigators arrested 26-year-old Luis Estrada Garcia of Lake Elsinore for vehicular manslaughter. Garcia was being sought by the Lake Elsinore Police Department for his involvement in a street racing incident that led to the death of 29-year-old Sergio Alex Garcia of Lake Elsinore.

Luis Garcia was driving on a suspended license and presently has outstanding warrants in Orange and Riverside Counties for driving under the influence (DUI) and hit and run.

Any person having further information regarding this investigation is encouraged to contact Officer Williams of the Lake Elsinore Traffic Division at 951-245-3300 or after hours and on weekends at the Riverside County Sherriff Department's non-emergency line at 951-776-1099.

The Lake Elsinore Police Department would like to remind drivers in the city of Lake Elsinore that the department's traffic division aggressively pursues DUI/reckless drivers, and has a no-tolerance policy regarding driving on a suspended license.

Details:

On Sunday, March 4, 2012, at 1:09 PM, officers from the Lake Elsinore Police Department responded to a single vehicle traffic collision on Lincoln Street, west of Sunswept Drive. It was reported a black BMW sedan rolled over, causing the driver to be ejected from the vehicle. Officers arrived on scene and found the driver of the vehicle. The driver was not breathing and was pronounced deceased at the scene. The driver's identity is being withheld pending notification of family members.

The preliminary investigation at the scene revealed the driver of the BMW may have been racing another vehicle prior to the collision. The second vehicle left the area prior to the officer's arrival. The vehicle was described by witnesses as a silver convertible Honda, unknown license plate number.

Possession of Illegal Drugs:  Officers contacted Richard Chapman (Age 49 of Lake Elsinore) in the 32000 block of Wildoamr and arrested him for possession of illegal drugs. WI120660029
