Lake Elsinore City Attorney's Performance Evaluated Tonight

The Lake Elsinore City Council will also weigh in on whether Interim City Manager Pat Kilroy's appointment should be extended.

The Lake Elsinore City Council will evaluate the performance of its city attorney tonight.

During the closed session of tonight’s regularly scheduled City Council meeting, City Attorney Barbara Leibold’s annual performance evaluation is slated on the agenda.

Leibold performs legal services for the city under contract with the firm of Leibold, McClendon & Mann. She has served the city for 15 years.

The specifics of tonight’s closed-door evaluation are not expected to be made public.

Last August, Leibold’s contract was extended for two years by a 3-1 City Council vote. Councilman Daryl Hickman was the lone dissenter, although he didn’t offer public comment as to why he was in disagreement. During discussion of the item, Councilwoman Melissa Melendez questioned why the city attorney’s contract had not been put out to bid.

Councilmembers Bob Magee and Brian Tisdale showed strong support for Leibold during the Aug. 9 vote.

During open session of tonight’s meeting, City Council is also expected to discuss whether to accept staff’s recommendation that it extend the appointment of Pat Kilroy as interim city manager or, alternatively, appoint another person to the post.

Kilroy was appointed to the position after City Council voted 3-2 on March 13 to fire City Manager Bob Brady. to read more about that story.

Kilroy said at the time of his appointment that he is not seeking the city manager job. Prior to his unexpected selection, Kilroy served as director of Parks and Recreation for the city.
