WHY 5 WON’T WORK

Just a few rambling thought from a crazy old man.

In the upcoming weeks there is going to be discussions held by ? (Wildomar City Council Subcommittee on Parks and Recreation, Wildomar City Council) on the formation of a Parks, Recreation and Trails Commission composed of Citizens of Wildomar. 
The idea for the formation of this commission came out of a meeting of Wildomar citizens and was lobbying for to be placed on the Council agenda in November of 2013.
When this item was added to the City Council agenda in December of 2013 the talk in the room was to spit this commission eliminating the trails portion to some other time.
In my opinion all three areas are an integral part of recreation in Wildomar and needs to remain a part of any Commission.
This commission in order to be effective also needs to have more than 5 members as there is much work to be done to have a viable recreation system in this city after many years of misuse, abuse, and distrust in the current way things are being done. 
The commission I would like to see would be composed of at least 9 members allowing for 3 members to oversee parks, 3 member to oversee trails, 3 members to oversee recreation programs. This would allow for more than one mind to look into and research what is being done currently and how do we make it better, they would also be responsible to research grant availability and other funding sources. It would also allow for at least 2 members to work together at all times doing research and conducting surveys with one alternate in case something comes up and a member has to drop out, can’t attend a study session, etc. These member would then meet collectively to make sure it all fits together providing connectivity of all the elements.
As this commission would be advisory only and no group responsible for the whole thing, until they meet together, it would not violate the Brown Act.
This 9 member format would also allow the City Council to retain CONTROL as 5 members would be their selection and 4 members would be a random selection from applicants.
You will notice I did not say qualified applicants because who is really qualified other than someone who lives in Wildomar and chooses to serve on this commission.
