A Feb. 14 public hearing on the is set to begin at 9 a.m. in the board chambers in the County Administrative Center, 4080 Lemon St. in Riverside.
The chamber holds 300 people; doors will open at 8:30 a.m. Television monitors with speakers also will enable people to watch and hear the meeting in the lobby area.
