SACRAMENTO, CA – On Thursday, the state Senate approved legislation that would prohibit local law enforcement agencies from detaining an illegal immigrant for deportation at the request of U.S. Immigration and Customs Enforcement (ICE) if that person is eligible for release from criminal custody.
Assembly Bill 1081, otherwise known as the Trust Act, passed in the Senate with a 21-13 vote. In May 2011, the bill passed in the State Assembly 47-26.
“The bill ... limits unjust and onerous detentions for deportation in local jails of community members who do not pose a threat to public safety," said Assemblyman Tom Ammiano (D-San Francisco), the bill’s lead author. “[The] vote signals to the nation that California cannot afford .”
The immigration detentions "are a drain on local resources" because state and local law enforcement agencies are not reimbursed by the feds for the , according to the legislation's text.
AB 1081 would still allow immigration detainers to be placed on people who have not been released from criminal custody or have a serious or violent felony conviction.
AB 1081 will next come back to the State Assembly for one concurrence vote following summer recess before heading to the governor’s desk.
ICE Western Regional Communications Director Virginia Kice said Friday that her agency does not comment on pending legislation, but she did forward an ICE statement. According to Kice, when a detainer is issued, the local law enforcement agency is asked by ICE to maintain custody of the undocumented immigrant for a period not to exceed 48 hours, excluding Saturdays, Sundays, and holidays.
The cost of keeping people in custody due to the ICE detainers is being compiled by Ammiano’s office, according to the assemblyman’s spokeswoman Misa Yokoi-Shelton. She said the cost to Riverside County was not immediately available.
Ammiano’s office contends the Trust Act was introduced in February 2011 as a response to the federal "Secure Communities" or S-Comm deportation program, which the assemblyman describes as a parallel to . Under S-Comm, the FBI automatically sends fingerprints to ICE to check against its immigration databases. If the checks show a person is in the country illegally,
Angela F. Chan, senior staff attorney at the Asian Law Caucus, a nonprofit civil rights organization located in San Francisco, said S-Comm encourages racial profiling by law enforcement.
"About 76 percent of the 2,460 residents deported under the S-Comm program from Riverside County are individuals without criminal records or those arrested for lesser offenses, including misdemeanors and traffic violations," Chan said.
Seventy-two thousand people in California have been removed from the country under S-Comm and seven in 10 were deported with either no conviction or for minor offenses, Ammiano's office contends.

“Secure Communities has proven to be the single most valuable tool in allowing the agency to eliminate the ad hoc approach of the past and focus on criminal aliens and repeat immigration law violators,” according to the information provided by Kice.
“Since ICE implemented Secure Communities in Oct. 2008 (through April 30, 2012), the initiative has resulted in the removal of 189,744 persons (nationwide). Nearly 75 percent of those individuals (141,005) had prior criminal convictions,” Kice's statement read. ( to read about ICE's defense of its policy.)

These people know that as soon as they give birth on US soil (as they are told on the their leaflets) that their newborn automatically has US citizenship. The leaflets also gives short information about US social programmes. Lots of the women that recieve benefits and are listed as single mothers even though they live with a man. They are given everything from WIC,food stamps,housing, medicaide (which also covers their kid's orthodontist) They enjoy all of these programmes only to have another pregnancy soon after and yet again still listed as single mothers. Looks like were having lots of immaculate conceptions huh? With this little gold mine they have discovered they can produce as many children as they like without being burdened with the costs. Their children then enter the public schools and recieve free lunch. If they manage to complete school without becoming parents themselves they want the tax payers to foot the bill for their higher education. The rest become career criminals.
People that sneak in illegally regardless of what country they come from only prove by their action that they have no respect for their host nation and will have no problem breaking other laws. When these people enter illegally it could only be that they have something to hide. They are being dishonest.

Now, for a brief history on my track record: Uncle Sam released my azz on 12/23/71---which just happened to be my B-Day---nice present! And when I got home to good ol' El Monte (it was "good" before it was annexed by Mexico, doncha know), I went right to work...I worked in CA const. 'till July '73, and then I moved down on The River (Parker, AZ) with the intention of burning up the rest of the summer thereabout's, and then going to school in the Fall on my G.I. Bill---and before I left The San Gabriel Valley for AZ I had signed up for classes at Rio Hondo College there in Whittier---and so figgered to be back in that area for school after a bit of partying on The River...I think I had earned me some party time actually. CONT.
Well, as often happens, I got sorta enamored with the whole River dealio, and forgot about school...and then of course, I got broke too, since there was absolutely NO work for me in const. at that time, from Parker, to Havasu....so I got all up on my CA Unemployment---and then, which wasn't a lot, but it was enough to stay drunk on...and to even eat now and then. And then almost like the hand of God reached down from Heaven to bless me, I started getting checks over in CA for the G.I. Bill Schooling I had signed up for, yet never had made it to one class---I think I actually squeezed 3 full semester's outta that deal---SO, I was getting Unemployment, AND The G.I Bill benefits, both of which I had SURELY EARNED receiving---one by working, and one by surviving...Course later on, "they" got sorta pissy about me never bothering to go TO school. And so The Veteran's Administration sent me a bunch of NASTY Re-Payment Demand Letter's... We went back and forth on that whole deal until Jimmy Carter was in office, and his Administration gave me a PASS on repaying the cashola, and I simply filed it on my taxes as if it were income. And that right there outlines the only TWO TIMES I ever got Gubmint checks of any sort. So....please try to get unstOOpid on that fact, otherwise you will just be another Poop-Eye Clone, repeating the very same lame-o, nonsensical crap, over, and over, and over again....capiche?
Immigrant households’ use of welfare tends to be much higher than natives for food assistance programs and Medicaid. Their use of cash and housing programs tends to be similar to native households. A large share of the welfare used by immigrant households with children is received on behalf of their U.S.-born children, who are American citizens(hopefully this law changes soon). But even households with children comprised entirely of immigrants (no U.S.-born children) still had a welfare use rate of 56 percent in 2009. Immigrant households with children used welfare programs at consistently higher rates than natives, even before the current recession. In 2001, 50 percent of all immigrant households with children used at least one welfare program, compared to 32 percent for natives
Does it make any sense for America to sponsor a subculture comprised of 38 million third-world peasants, most of whom are uneducated, unskilled and non-English speaking? A subculture that costs taxpayers hundreds of billions of dollars each year for public services? A subculture where many actually believe that Mexico still holds claim to the southwest United States, and that “gringos” should be forced out? A subculture where the Mexican flag is more esteemed that Old Glory?
So there I was, just down at "Sand ****** Liquor" (owned by Arab's of some sort) as the locals call's it, grabbiin' me up a coupla things in the way of libations a'fore heading up the hill ta home. And this Black Fella came stumbling in, drunk as a skunk, and barely able to stay upright....Skinny and disheveled as all git out too....but he was happy to beat all, and grinnin' ear to ear---and I could tell right off that beneath the rough exterior there truly beat a good heart within the man...and as he grinned at me, I also could tell he was sportin' him some "Summer-Nunner Teef's", as I like's to call 'em: "Summ-er leanin' souf, summ-er leanin' norf, summ-er brokt off, with but a little nub left for a memory of toof---and let's not forget about east and west, 'cause that is for what's left... So I was checking out at the counter, and this drunk fella was exchanging pleasantries with me about the hot and humid weather, and what not---and I was sorta waitin' for him to hit me up for some "spare change", but he didn't---I'm tellin' ya, he IS a good dude, but one just all packaged up in a lawsuit in the making if Fed Ex brought that sorta banged up "package" to someone's home or office... And as I looked and listened, I felt kinda sad...and I thought to myself, I thought: "That right there was once some Mama's pride and joy, her beautiful baby boy...but now who will ever love him again?" Crazy thought I know, but that is what came to mind. And I exited the store first, climbed in my truck, and as I started to back outta the space there, he came out of the store, bee-lined right to the little old beat up (near about as much as him), dented, rusted, and bondo'ed Toyota, with a bed full o' junk, that sat on my driver's side, right next to me...and I hadn't really noticed the occupant waiting for him inside the cab when I loaded up in my truck---but then I looked over, and there, there behind the wheel, was this little lady of some sorta mixed race, Black and Brown, with a smattering of maybe Fillipino...and she looked over my way and smiled----No teeth on this one, "Summer-Nunner Nada", I s'pose I could fairly say. And that right there made me feel better, and proved without a doubt in my mind, that there really IS someone for everyone...and as I drove up the hill it came to me that what I had witnessed in the parking lot there, was a real deal, "symbiotic relationship" goin' twix't the two...I figger he gets ta "rassle" with her some, and then he chews up the tough to chew steak an' sech for her (maybe even her finger and toe-nails too?), with his Summer-Nunner's. since she got's teef's at all....And so, now ain't THAT romantic?
