The council works for the citizens of Lake Elsinore; the citizens do not work for the council.

What a shame, it really be free of charge. I know with federal cuts it is hard for the city, but it still should have been free and one of the subjects should be a cut back on wasteful spending and how to get more business into town, instead of shutting them down.

This is another demonstration that the city and the city council don't really represent the general public or their interests. They are representng the Chamber of Commerce, the developers, and other investment or power groups. It's a private group of self-interested people, and the general population is basically shut out...and not just because they might not be able or willing to pony up the $25 charge.
