The payment is in lieu of a LEUSD campus site for Sycamore. California’s Proposition 39 requires school districts to provide local charter schools with facilities that are sufficient and reasonably equivalent to other buildings, classrooms, or facilities in the district. Sycamore officials had submitted a request to the district for a campus back in October. The vacant Jean Hayman Elementary School on Lemon Street in Wildomar was considered as an option,

According to LEUSD documents, both parties are in favor of the two-year "in lieu of" settlement.
